This article explains how to complete the ELLA reclassification and exit process for Emergent Bilingual (EB/EL) students, including how to manage annual review meetings, exit meetings, TELPAS and STAAR results, and EB/EL status updates.
It outlines three approved workflows in ELLA: completing the annual review first, combining annual review and exit, or completing exit before the end of the year. Each option includes step-by-step instructions, system navigation paths, and important considerations for K–12 administrators and LPAC teams.
Option 1: Annual Review First, Exit After Scores Are Final
This option separates the annual review meeting and the exit (reclassification) meeting into two distinct steps.
Step 1: Conduct End-of-Year (EOY) Annual Review Meeting
ELLA > Meeting Administrator > Create New Meeting
OR
ELLA > New/Edit Forms > ELL Plan
- Meeting Type: Annual Review
Step 2: Complete the ELL Plan for Annual Review
- Complete and save all sections of the ELL Plan.
- On the "Recommendation & Signatures" page:
- Document in meeting minutes that the student is pending reclassification.
- Select one of the following recommendations:
- Continue in current program
- Pending reclassification (if used by district)
- Complete EL/EB Status.
- Current EB/EL Status = 1 – Identified as EB
- Next Year EB/EL Status = 1 – Identified as EB
Step 3: Lock Plan and Send Progress Letter
- Lock the ELL Plan.
- Print or send the Parental Notification on Student Progress Letter.
Step 4: Return After TELPAS/STAAR Scores Are Final
ELLA > Meeting Administrator > Create Exit Meeting
OR
ELLA > New/Edit Forms > ELL Plan
- Meeting Type: Exit
Step 5: Update Plan for Reclassification
- On the "Recommendation & Signatures" page, Recommendation = Reclassification/Exit.
- Complete EB/EL Status.
- Current EB/EL Status = 1 – Identified as EB
- Next Year EB/EL Status = F – Monitored 1
- Keep Program Type selected.
- If Program Type is not selected, the parent letter will not print.
Step 6: Lock Plan and Print Reclassification Letter
- Lock the ELL Plan.
- Print Parental Notification of Reclassification and Approval of Program Exit.
Rollover Considerations
- Before July rollover:
- Save statuses, lock document, and print letter.
- After July rollover:
- Print letter before locking.
- Then update statuses:
- Current EB/EL Status = F – Monitored 1
- Next Year EB/EL Status = S – Monitored 2
Important Considerations
- Requires two LPAC meetings:
- Annual review
- Exit (after scores are available)
Option 2: Annual Review and Exit in One Meeting
This option combines annual review and exit into a single meeting while delaying finalization until scores are available.
Step 1: Conduct EOY Meeting
ELLA > Meeting Administrator > Create New Meeting
OR
ELLA > New/Edit Forms > ELL Plan
- Meeting Type: Annual Review + Exit
Step 2: Complete ELL Plan
- Complete all required "Annual Review" sections.
- On the "Recommendation & Signatures" page:
- Recommendation = Pending Reclassification
- Send Progress Letter only.
- Leave plan in Draft status.
Step 3: Update After Scores Are Available
- Open the draft ELL Plan.
- Resave "State Assessment" page.
- TELPAS data autopopulates if uploaded.
Step 4: Finalize Reclassification
- On the "Recommendation & Signatures" page:
- Recommendation = Reclassification/Exit
- Complete EB/EL Status.
- Current EB/EL Status = 1 – Identified as EB
- Next Year EB/EL Status = F – Monitored 1
- Keep Program Type selected (required for letter generation).
Step 5: Lock Plan and Print Letter
- Lock the ELL Plan.
- Print Parental Notification of Reclassification and Approval of Program Exit.
Important Considerations
- Plans left in draft during rollover:
- "Academic Year" and "Grade" update automatically.
- Campus changes may impact user access.
Option 3: Complete Exit Before End of Year
This option completes the reclassification process before final scores are available.
Step 1: Conduct EOY Meeting
- Meeting Type: Annual Review + Exit
Step 2: Complete ELL Plan
- Complete all sections of the ELL Plan as required for Annual Reviews.
- On the "Recommendation & Signatures" page:
- Recommendation = Reclassification/Exit
- Complete EB/EL Status.
- Current EB/EL Status = 1 – Identified as EB
- Next Year EB/EL Status = F – Monitored 1
- Keep Program Type selected.
- Document in minutes that student is pending reclassification.
Step 3: Lock Plan and Send Progress Letter
- Lock the ELL Plan.
- Print or send the Parental Notification on Student Progress Letter.
Step 4: If Student Does Not Meet Reclassification Criteria
After rollover:
- Update EB/EL Status manually on the "Demographics" page.
- Change from "F – Monitored 1" to 1 – Identified as EB.
Important Consideration (Option 3)
- TELPAS scores will not autopopulate after locking.
- May require:
- Manual status corrections
- Updated ELL plan
Postreclassification EB/EL Status Progression (All Options)
After a student exits the program, EB/EL status progresses as follows:
- Year 1 = F – Monitored 1
- Year 2 = S – Monitored 2
- Year 3 = 3 – Monitored 3
- Year 4 = 4 – Monitored 4
- Final = 5 – Former EB Student
