Getting Started

What is SPP Indicator 11?

SPP Indicator 11 is also called Child Find or Compliance with Initial Referral Timelines. It tracks whether students referred for an initial special education evaluation are evaluated and have the required meeting completed within established timelines.

For students still in the referral process, districts can track SPP Indicator 11 timelines using the "Referral Timelines" report. For students whose evaluation and meeting process is complete, districts can use the "SPP Indicator 11" report.

Districts may use forms in SE Manager and SE FIE to trigger SPP Indicator 11 data, manually enter data in Program Compliance, or use a combination of both methods.

Note: Certain fields in Program Compliance may only be edited by users with District Admin level access.

Who is involved?

SPP Indicator 11 applies to students ages 3 through 21. Schools are responsible for identifying, or “finding,” and evaluating students who are suspected of having a disability. A parent, school, entity, or individual may refer a child to determine eligibility for special education.

Depending on when and how children under age 3 are referred, they may count on SPP Indicator 11 or SPP Indicator 12. For example, “3 is 3” and referrals from Early Childhood Intervention (ECI) may affect which indicator applies.

Components

What are the components of SPP 11, regardless of software?

Components 
The student is referred for an evaluation. The school has 15 school days to respond to the request by either requesting consent or proposing a refusal to evaluate. 
The parent must receive a notice for the evaluation or a notice of decision if the district declines to evaluate. 
The parent must provide written consent before the school can evaluate the student. Some districts start counting timelines from the date consent was signed, while others use the date consent was received from the parent. 
In Texas, the school has 45 school days to complete the student’s evaluation and write the report. This timeline includes several caveats, such as 45–35 days until the last day of school, summer referrals, and absences. This report is called the Full Individual and Initial Evaluation (FIIE). 
From the date of the report, the district has 30 calendar days to complete the IEP meeting. Evaluations completed during the summer are the only caveat to this timeline. 
The school must track compliance with the required evaluation and meeting timelines. 
The goal for SPP Indicator 11 is 100% compliance. This means every student must be evaluated and have the required meeting held within the required timelines. 

What are the SE components for tracking and reporting SPP 11?

Tracking/Reporting Components 
Districts can enter SPP Indicator 11 dates and data in multiple ways, including manual data entry, forms that feed the required data, or a combination of both methods. 
The system automatically calculates SPP Indicator 11 timelines, including the "Consent Due Date," "FIIE Due Date," and "IEP Meeting Due Date." These calculations include the timeline caveats referenced above. 

Report options include:

  • "Referral Timelines," which tracks students who are still in the referral process.
  • "SPP Indicator 11," which tracks students whose evaluation and identification process is complete. This means the IEP meeting has been held to determine eligibility and the need for Specially Designed Instruction.
 
The "SPP Indicator 11" report provides the required Texas Education Agency Login (TEAL) Data Entry Screen format for state reporting.

Use the following forms and workflows to document SPP Indicator 11 timelines and compliance requirements.

Forms Used to Document SPP Indicator 11

  1. Enter the student status:
    • Referral, or
    • Transferred if the student transferred from out of state and requires an evaluation
  2. Complete the “Notice of Evaluation” form.
    • Complete and either Save or Lock the appropriate fields on the “Notice of Evaluation” form.
      • This form populates the appropriate Program Compliance fields related to the referral.
  3. Complete the “Consent for Evaluation” form.
    • Complete and either Save or Lock the “Consent for Evaluation” form with all required data entered into the appropriate fields.
      • This form populates the appropriate “Program Compliance” fields related to consent.
    • When the form includes either the:
      • Signature Date
      • Received-By Date
    • The system automatically populates and calculates the following fields:
      • Initial Consent for Evaluation Date
      • FIIE Due Date
      • IEP Meeting Due Date
  4. Complete the “Full and Individual Evaluation” form.
    1. Complete and Lock either of the following forms:
      1. Full and Individual Evaluation
      2. Full and Individual Evaluation Upload Form
    2. When locking either form, select Full Individual and Initial Evaluation in the “Report Title” dropdown.
    3. Locking the form populates the appropriate “Program Compliance” fields related to the “Actual FIIE Date."
    4. The system also recalculates the “IEP Meeting Due Date” based on the FIE report date when the form is locked.
  5. Complete the “IEP Meeting” form.
    1. Complete and Lock the appropriate “IEP Meeting” form.
    2. This form populates the appropriate “Program Compliance” fields related to:
      • Actual IEP Meeting Date
      • Eligibility determination
  6. Complete the “Supplement: Compensatory Services” form, if applicable.

Which fields are not populated through forms?

The following Program Compliance fields must be completed manually because they are not populated through form completion:

  • District Declined Eval

Complete these fields when:

  • The district declines to evaluate the student
  • The student’s FIIE or IEP meeting was completed outside the established timelines

How do I use Manual Entry to document SPP Indicator 11?

Use the following Program Compliance fields to manually document SPP Indicator 11 requirements.

Required Program Compliance Fields

  1. Enter the student status:
    • Referral, or
    • Transferred if the student transferred from out of state and requires an evaluation
  2. Complete referral and request fields.
    1. With the exception of the following fields, “Program Compliance” fields may be completed independently:
      1. Actual FIIE Date
      2. Actual IEP Mtg Date
      3. Determined Eligible Y/N
  3. Complete the following fields:
    • District received a request... checkbox and date field
    • The student was referred by... field(s)
    • A claim was made... field(s)
  4. Document declined evaluations, if applicable. If the district declines to evaluate the student:
    1. Select the District Declined to Evaluate checkbox.
    2. Change the student status to District Declined Eval.
  5. If the parent declines the district’s offer to evaluate:
    1. Select the Parent declined the district’s offer to evaluate checkbox.
    2. Change the student status to Parent Declined Eval.
  6. Enter the Initial Consent for Evaluation date. After entering the date, allow several seconds for the system to calculate the following fields:
    1. FIIE Due Date
    2. IEP Meeting Due Date
    3. TSDS Parental Consent Date
  7. If the student has three or more absences, enter the absences in the # of Absences field.
  8. Enter the Actual FIIE Date.
  9. To recalculate the “IEP Meeting Due Date,” also enter the FIIE date in the Evaluations and Eligibilities – Full and Individual Evaluation date field
  10. Enter the Actual IEP Meeting Date and eligibility determination.
  11. When the student’s IEP meeting is completed:
    1. Enter the meeting date in the Actual IEP Meeting Date field.
    2. Indicate whether the student was determined eligible, Yes or No, for special education services.
  12. A student is considered eligible when both of the following are true:
    • An eligibility condition exists
    • The student requires specially designed instruction
  13. Document noncompliance, if applicable. If the FIIE or IEP Meeting occurred outside the established timeline:
    1. Select the appropriate Reason for Noncompliance.
    2. Complete the Staff Reporting Noncompliance dropdown.
  14. Document compensatory services, if applicable. If the parent and district agree the student should have been referred during a previous school year and compensatory services are owed:
    1. Select the appropriate service area.
    2. Complete the Start Date and End Date fields for the service.
